In the 80s, African countries had economic problems and needed help from the World Bank and the IMF. However, they had to agree not to control businesses if they wanted the help.

 

After that, fewer people traveled, so small private airlines started operating. But they couldn't carry many people and didn't have enough money. They usually only flew to a few places and didn't want to expand.
